69 $ pc follow up

I just bought an old dell optiplex 780 sff with e7300, it’s work just fine until I switched it with an q8400, it start and turn off and start again with yellow led 2 3 4 blinking and I don’t even have display output.

i swap the e7300 back and now windows keep restarting.

What should I do guys, pls help.
