so Rainbow Six Seige is a horrible game for CPUs. Try switching your encoder to GPU or limit your in-game FPS to have CPU overhead so it can actually record the video at 40000 bit rate. You could also try lowering the bit rate down a bit and work your way up from there to find out what you can handle.
