AMD build won't post

Asrock b450 itx

Corsair 16gb 2x8gb 3200 c16 (CMK16GX4M2B3200C16)

Gigabyte 1030 low profile

EVGA 500W gold

Samsung 970 NVMe M.2 500gb

 

Hey everyone, this is my 4th build and first time I can't get the mobo to post. I've cleared the CMOS, swapped out memory, dropped down to one stick of mem, and vice versa. I've checked all my connection, checked my monitor, tried the on board hdmi, and removing the video card. I'm at a loss for getting this thing to post. Any ideas? Thanks.

 

Edit: board is not installed in the case yet. Additionally, stock CPU fan and video card fan both spin, no beeps from mobo.

What to the motherboard error leds say?

 

Also this was pointless, as ryzen 1600 doesn't have any onboard igpu:

I know, but the FAQ on ASRock website said to try it. Knew it was pointless, just trying to cross every t and dot every i.

Is your psu switch on ‘on’ ? Can’t think of anything else then a small error like that

I wish it was something that simple, but yes, the PSU is 'on'. My CPU fan and my VC fan spin when turning on the comp. Just can't get anything on the screen to enter bios.
