15 fps max CoD BO2

I just fired up my pc and figured I wanted to play some black ops 2 with my friend. Had played the game a couple of days ago and there where no issues, however this time I experienced an issue wich caused an automatic fps-cap of 15(not selected in settings). Nothing I've tried seems to help, all help is welcome!!

Gimme some more informations like ! How does the system in diffrent games?

Do you ise any fps limiter software ?

Can benchmark while that with afterburner to check if there is a bottleneck or what component is slowing down !? 

Did you a gpu driver update since your lasttime playing that game ? Yes? Revert it!
