pc wont turn on if my logilink usb 3.0 4-port pci express card is connected to power

my pc usually boots up fine and quickly but when i install my logilink usb 3.0 4-port pci express card and connect it to power it doesnt turn on, the fans just kinda twitch and nothing more happens, why is this?

maybe you're drawing too much power from your PSU? What's it's wattage and what other stuff is in your system?
