RX 5700 XT boot issues

Hi all. I've run into a very big problem. I recently purchased a brand new power color Rx 5700 xt red devil. I bought it to upgrade from the base reference model rx 5700 to have just that extra oomph for gaming. Upon installing the card to my computer I had run into a few issues, my computer won't boot at all and the fans on the gpu won't ever spin for longer than 10 seconds. I currently have an R5 2600, an Aorus B450 pro wifi atx mobo, 650 CXM corsair psu 2x8gb crucial RAM a stock cooler and 2 ssds. With this issue I did try and clear cmos. Any and all help will be appreciated thank you.

Have you tried the card in a different computer, maybe even just a different slot?

Sadly I don't have access to another computer as of right now and I did try in another slot and at that time the fans didn't spin at all and I got a red led for the gpu boot
