GTA GRAPHICS PROBLEM

I just bought gta v and when i played the game all the texture was blurry and i tried all i can do i searched everything on google and i also set all the graphic setting maxed out but still no improvement heres the pic i tried all but no improvement 

my SYSTEM specs :

i3-7100 CPU @ 3.90 GHz

Nvidia GeForce GTX 1050Ti

8 gb of ram

it improved a litte bit but one last question do you need a bigger monitor for the gta v ? becuase i am currently using a small one
