Is this normal where my b350 board has not received an update since January of this year?

that's the beta. I wouldn't count that as official update

You have an extremely lowend mobo that old.  You take what you can get since they do not have to support a chip-set that old. Be happy they did that because they did that. 

 

MSI is not going to spend the resources on a board thats no longer made and 2 gens behind current hardware. They need to focus on the new products and the more popular boards. Like the b350 tomahawk.

That is very normal.   Usually after a board and BIOS have been established you will get a update once in a blue moon.  Like a year or year and half.  Eventually they won't release a BIOS update as there is no need for one.  Im sure the January BIOS did the job and they aren't releasing anymore as there is no reason to.
