HDD weired behavior

Hello,

When I am downloading something from Steam/Chrome (installed on C SSD) onto the HDD, the usage is 100%, the latency is up to 10000ms and the transfer rates are only bytes. Copying files through windows explorer works just fine. Any clues? Thank you
