Hello,

does anyone know a good application to boost headphone sound specifically (beyerdynamic 990) on pc!? Maybe something that can make them louder.

aside from an amp which will do the job better. you could try boosting it  using euqualize APO

A dedicated DAC/Amp is definitely recommended over software manipulation. This might just make everything sound strange as EQ influences the phase of specific frequencies, this is how EQ works and over-use will degrade the sound quality.

Not using the ew they have a gai feature you can use to boost the volume

Ah, of course. If the EQ has a Master Output control then that's fine. :)

Still, better to have a dedicated unit than on-board audio.

Especially with a 250ohm headphones

Some motherboards do have support for 250Ohm. I'm guessing your's has support for up to some 150Ohm or so, hence the quietness of your headphones @Sebastian77.

The quality of amplification and conversion (DAC) is bound to improve by using a proper DAC and Amp :)

Maybe take your headphones to a tech store and try out their DAC/Amp solutions. Even if you're not wanting to upgrade, it'll show you how good one can sound. And then buy them online because they're cheaper. haha
