If you're restarting, Windows 8 and 8.1 will reboot like normal.  MSI Fast Boot is probably very similar to a feature on my Asus board, which essentially loads only the essential USB controllers and devices rather than loading every single controller driver.  Doing this, the UEFI will finish posting considerably faster.  Depending on your BIOS settings, you can choose to bypass the POST screen entirely.  From a cold boot, MSI Fast Boot will probably be disabled and the POST screen might take a few seconds longer to go away, but booting into Windows will be faster because of hybrid shutdown.
