'Unpredictable' PC Performance

Ok so I've been playing this game for about 2 years on and off, and just started playing it again. Started off fine but then started to run into lag (no idea why) it never lagged before this bad. I started playing it again like 3 days or so ago. Sometimes when i launch the game i don't get lag other times i do. WHY? I have the latest drivers, no other programmes are running in the background (that i know of) So i have no idea what the problem is.

i7-8700k

GTX 1070

16GB RAM

It's a private server for Black Desert Online. I've figured out a way to reduce the lag. I use a wallpaper programme called 'wallpaper engine' which allows you to have animated wallpapers. the wallpaper was using up like 3% of my CPU. Typically when you open something on your PC the wallpaper will stop animating, to conserve processing power, but for BDO this isn't the case an i didn't realise.
