Specs.
Cpu: ryzen 7 1700 
Cpu cooler: Be quiet dark rock pro 4
Memory: 32 gb of ddr4 3000 mhz g skill ripjaws (2x16)
Gpu: RTX 2070 Super
Boot drive: m.2 NVME, 480 gb (cabnt remember the brand, but it was a fast one, 1500 read and 1000 write, i guess)

4tb of HDD,
PSU: 750 watts Be quiet
Windows: windows 10 pro, updated (14 of august of 2019)
the issue is that the task manager ALWAYS show the CPU, at a 100%, even when the computer just booted up, only with explorer opened, and as you can see, it is a really capable machine, i dont see a lot of  drops in perfomance, maybe a little bit of performance drop since last week, but i am not really sure. this started happening after the last windows update (date in the description).... but this only happens in the task manager, when i use MSI afterburner, it show ""normal"" info, the cpu going at arounf 5-20 % most of the time, even when i am playing it is at 40-70%, and my clue here to think that the task manager is wrong, is that the Cpu temps never go above 40°-50° (well at least accoring to msi afterburner).
i am not really sure why is this happening, is somebody having the same issue? should i format my computer? i already did a malware scan, and nothing is showing up, even disconnected the computer from the internet, just to see if someone was minning from my computer, but it always stays at a 100%. should i ignore this if i dont have a perfomance issue? or should i wait for another windows update?

There is so much running on your system by the looks of your taskbar that there are literally an infinite number of things. Try a fresh install of Windows with only the bare necessities from a program standpoint and you'll get a good idea of what's causing it. Also, this screenshot was taken on the system when it had been running for 1 day and 19 hours.. not at startup.

 

There's a lot that could be pinning your system.

well, with laptops and Hdd, this is normal, it usuall means that your hdd is bottlenecking your pc, you should try change it for an ssd, it really is rellay common to see a laptop's hdd at a 100%

well now that you point it, i dont understand why it says that the systeam has been running for that long, i literaly rebooted the pc 5 min before the screenshoot, i guess i have to do a clean format.
I understand that it might llok that the is too much stuff going on, but honestly, this is the way it has always been, and the Cpu, never drops from 100%, and besides, it a 16 threads cpu, with 32 gb of ram, it honestly has plenty of room to have a lot of work going on

From this screenshot of task manager I can see that some applications were using lots of memory and that the GPU (RTX2070 Super) was being utilized up to 13%. Depends on what you were doing at that time it might seems that the CPU can't process information sent by GPU or memory fast enough thus showing that it was being utilized 100% even though there were only light load on CPU. The CPU was using all it clock cycle to process instruction from GPU/Memory but not actually being under load. It's a case of CPU bottleneck I think.

I think this also happens when you're gaming with low resolution and low setting. Even if you're using RTX2080Ti and played only games that utilize only GPU, if you're using R7 1700 the FPS will still being limited by CPU as the CPU need to process the frames and inputs/outputs from other devices hence limiting the FPS. In task manager it'll show that CPU was being utilized at high percentage but it's actually only processing data from GPU hence low load and temperature.

it shows 100% on the performance tab all the time, and 50% on the processes tab
