unusual cpu behavior

Something weird is happening. the left part of image is laptop unplugged, then i plug it in. the temperature goes crazy high when I have literally nothing open. this is a cold boot with only intel XTU open.

Also, when i open rainbow6 i start to thermal throttle just on the main menu. this never happened before. started just today. my temps reach 95c, cpu utilization is around 25-30% voltage around 1.1V.

 

this all started after a random crash happened in rainbow6 menu (not in game).
