DCOM ERROR 10001

Hi im struggaling to open "sea of thevies" on my laptop but it comes up with the first logo and the stays on the desktop. iv been playing sea of theives on there for the last 6 months things iv tried are,
iv uninstalled the game and reinstalled it

iv done a windows reinstall repair but (kept my data)

i had 4 users on my laptop 3 of which had their own copy of the game, so i removed 2 of them, so im down to 2 users, one of them has a copy of the game

iv uninstalled the game and ran "wsreset" restarted the lappo and reinstalled the game

iv noticed the game is trying to open up in 1600x900 res but the laptop is set for 1920x1080?

iv checked out the event viewer and its saying ...

"DCOM Event ID 10001
Description:
Unable to start a DCOM Server: {AppGUID} as ./USERNAME.
The error:
"Access is denied. "
Happened while starting this command: %Path%\ExecutableName.exe /Processid:{ProcessGUID}
Cause
Permissions.
Resolution
Check the Check NTFS permissions (DCOM)"

i cant work out where to go from here if anybody could help me id really appreate it
