My gpu is underperforming please help

I built a new pc yesterday and I recently started having problems with my gpu underperforming. With the gpu under a 98% load I'm seeing a 40 fps less than other people are achieving with the exact same setup. In the benchmarks I'm seeing people are getting 140Ish fps in gta5 at Max settings 1080p and I'm getting 70-100ish fps at the exact same settings.

My specs

i7 9700k

Rtx 2080ti

16gb ram

I have reset the BIOS and I'm currently reseting windows 10. If you know any fixes please let me know.
