Windows Search Function not working properly

Hey Boys!

So I have had this issue lately (for the past few months) and it has just been getting more annoying latley.

What has been happening is when I search up in the windows search bar it won't come up with applications, as shown in the example below. I have been having to scroll through my application list.

This only used to happen with 70% of apps but now it is the same for everything and its really annoying. Windows has said above the search thing "indexing is turned off" (which I assume has something to do with this), whenever I go to turn it back on and rebuild the index, it goes through, I restart and it doesn't work.
