Power switch not working?

Good Afternoon all.

 

I was just tinkering my friends PC before she pays for it to take, and saw its not powering on. BUT, the motherboard is recieving some power as there are lights on the PCIexpress locks. I tried to use a screwdriver on the front panel headers but it didnt start up. Any ideas?
