New custom build - 8c error - boot loop

Hi guys, I've just built a new computer but it just constantly goes through a boot loop without getting into the bios menu. I'm using the x570 taichi with the ryzen 3700, I've tried everything from breaking it down, rebuilding and even trading in the x570 taichi and the processor. They told me at Microcenter that everything looks good and I should not be getting this issue. Any thoughts what might be wrong?

Failing to initalize the system fully. Clear CMOS, and start with that.

It could be the issue for sure or the being in the wrong slots.
