I am using a new RCA 4k 60hz tv as a monitor. The sharpness option is greyed out, and its causing white halos around text and stuff. As far as research has taken me, me not being able to use th sharpness setting is being caused by the signal or the color format. I can't change the color format or anything like that from the nvidia control panel... no option under the settings for it except the one currently being used. Help?

Look in the TV settings and try to disable as much processing as possible.

Maybe it has an option called "PC input" or something like that.  Disable any post  processing, scaling, set it to Full RGB Full Range or YCbCr 4:4:4  Full Range - if the PC outputs "Studio/Limited" range and TV expects Full range or the other way around (pc does full range and tv expects studio/limited range) the colors will not be right, and the brightness will be screwed.

It's important for both to be using the same setting, preferably full range/ unlimited instead of Studio/Limited.  The TV may default on Studio/limited because bluray drives and other devices default on this mode.

I also cannot access the "advanced settings" in my Picture menu.
