Upgrading to avoid silly bottle neck

I play Elite Dangerous, Star citizen, Total War Warhammer 1 and 2.  I am currently running I7 4970k ( haven't overclock yet kinda scared) motherboard Pro gamer z97 and GPU GTX 970. 16 GB ram but don't know specs. If I'm going to drop a 1K to upgrade (f@&k overtime) I got a 144 hz monitor. I'm thinking of getting 2070 super. Don't know what CPU Mobo combo would be worth it. I'm a little tipsy so if this in wrong place sorry.
