As a general rule of thumb you should upgrade if your pc is unable to do what you need (or would like it) it to do. So if you are asking the question should you upgrade you gpu? I would say only if it is not capable of running the games you play at a suitable fps.

The RX 570 is still fine, but you can't expect to max out every single AAA title and get 1080p@60 at all times, so the RTX 2060S should be a viable upgrade for that. Maybe you could save a little and still get a decent performance uplift with a RTX 2060 (non Super), GTX 1660 Ti or RX 5700 or even RX 5700 XT (but if I were you I would wait a couple of weeks for the AIB models to be available for Na'vi, since the stock cooler sucks).

i was thinking of buying rx new 5000 models but power consumption is to much (5700 xt recommended PSU : 750W) its to much and as a AMD owner I must say AMD gpus are loud.. im usually playing 1080p but at some games I would like to have better fps on high settings and maybe even 1440p. I bought assasins creed origins and fps is so bad i get 40- 45 fps its bad.

its runs games but its not all about fps I would like to have good fps and quality graphics, not only fps.
