For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

If this is a brand new fresh install of Windows 10, then I would reformat and reinstall. Easier than tracking down the problem online, installing repair tools, running various power shell commands, etc. all that may or may not even work.

One of the first results I got when searching this problem: https://windowsreport.com/no-text-windows-10/

But I wouldn't even bother with this on a clean install of Windows 10, there's nothing on the drive worth saving in that situation.
