Multi-TV display PC

Kind of a far out there project pc for work. 

Requirements: Send signal to 8 TVs (1080p) via HDMI to display a different web page on each tv. 

 

Looking at at putting two GTX1650 cards in a single pc (3 hdmi and 1 DisplayPort (adapted to HdMI). 

 

Work requires PCs to be Dell Optiplex systems and I found a tower with an I5-9500 in it. The 9500 only has 16 pcie lanes total. Will the cards output 4 displays at 1080p with only x8 pcie?

 

the web pages are SSRS pages, so SMART TVs will not display them.
