Buying used build

Hi, I'm thinking about buying a used pc from one of my friends and was wondering if this pc is worth 650-675$ (haven't figured out the exact price yet) considering the GPU is from 2014 and the CPU I believe is from 2013.

You shouldn't spend more than 400 on that system

No more than 300$. I’ve seen R9 Fury go for 140$, and 3770k mobo combo for 200. Then stick a case, psu, storage, and youve got something almost twice as good.
