Blurry text only on certain apps

The problem is that the text is blurry and has like a blue contour, now I think is a software problem because this has not happened before, just one day I see the text look different, and it only happens on certain apps, for exaple on windows settings is perfectly fine but in google chrome and the text under the icons in the desktop is where this problem appears 

I recently update windows so I don´t know if it has something to do
