Random Shutdown and GPU at 100%

Hi I've been having a weird issue with my Graphics Card, where the whole system will (sort of) shutdown, and then one (only one) of the fans on my GPU will start running at 100%. When I say shut down, the screen goes off, sound is also cut off and no signal is coming out of the on-board graphics, The computer itself still appears to be running with all other fans and lights working normally as they were when the PC was running. Restarting the PC fixes the issue instantly, with no abnormalities. The issue gets even weirder too, it started happening (about) a month ago, but it's only happened about 5/6 times, and my computer is on a lot. There doesn't seem to be any pattern or circumstance to when it happens, It can happen when the PC is basically idle or not doing very much, and be totally fine for hours under an intense load. It hadn't happened for almost a whole week until today (which I think is the longest it has gone without doing it since the first time). Absolutely nothing has been changed recently in terms of hardware setup and the system has been running fine with this setup since about last November with no issues. I'm pretty sure it's not a temperature issue, as I use temperature monitoring software and the temps are relatively low/normal on both CPU and GPU even under load. There's also never an increased temperature after restarting the PC after the issue happens. I also don't think it's likely to be an issue with my power supply as it is relatively new (last November), and a pretty good unit all round (Corsair RM850X). My Hardware setup is a little imbalanced, I'm running an i7 3770K with a 2080Ti FE but there hasn't been any major issues (other than the obvious bottle-necking) until recently. My full PC specs are attached. Something has got to be causing the issue, and I would really like to find out what it is, but it's extremely hard to troubleshoot something when it happens so rarely.
