Twitch buffering ( only live broadcast) and using very low bandwitdh

Basically i have 10mbps connection , when i watch live broadcasts it uses 1.2mbps-2mbps and i can only watch 360p without buffering , but i can watch twitch VODs with 10mbps speed and 1080p60fps no problem, This problem only started happening since 4-5 days, is it a twitch problem? or internet problem
