Low Computer Usage in-game

Since upgrading to new monitors (1080p > 1440p) I have noticed low hardware usage while in game.

 

Example:

I was playing the Witcher 3 today and my CPU was sitting at 20%, GPU was at 19%. Ultra everything, unlimited frame cap. G-sync and V-sync on. Was getting between 50 and 63 fps.

Usage percentages read via task manager.

 

Resolution:

2560 x 1440 @ 144hz

 

Specs:

5820k @ (conservative) 4.3 GHz

EVGA 1080 FTW2

16GB Corsair Vengeance @ 2667 MHz (4x4gb)

2 Samsung 850 Evo's for boot and game drive.

Dell G-sync 144hz 1440p monitors

Other specs on profile if needed.

 

Is it the game engine to blame for this? or is it possible that my ram is holding me back this much? My GPU was always at 100% and I never noticed a problem at 1080p.

Those are off numbers.  GPU at 19 percent means something is terribly wrong.  I don't know where to begin.  Perhpaps you can turn off vsync and gsync and tell us what the cpu and gpu usage is and what not.
