Decent PC Mouse Stuttering

I built my first PC a few weeks ago, specs are:

Motherboard: MSI B450 Gaming Pro Carbo AC

Processor: AMD Ryzen 5 2600X OC to 4ghz (temps stay around 70 under high load, 40 at idle)

RAM: Corsair Vengeance RGB Pro 16gb 3200mhz

Graphics card: GTX 680 from old PC (will be buying a 1660 ti)

Power supply: Bitfenix Formula Gold 650W

Mouse: Logitech M705

So when I play any game at all, I get 60fps almost all the time at 1080p high detail, but my mouse stutters a lot. It even stutter when I'm in an internet browser... I have no idea why. Can someone help?
