CPU: i5-7600K (oc to 4.5)

GPU: RTX 2070

I been having trouble with my fps whenever I play PUBG on my pc. I get decent FPS around 85-110 but I get fps drop every 5 seconds. It drops down to 33 for 1-2 second and goes back up to 85+. Stutters a lot.

Also, my cpu is always at really high usage. I know that it is only 4 cores 4 threads. but is it normal that It is at around 70+% Usage when I have programs like discord, wallpaper engine, steam, spotify, google open?? and when I open a game. the CPU usage goes up to 116% Max. I checked the cpu temperature. It is at 70oC

What program are you using to check CPU and GPU usages? Try to use MSI Afterburner, here's a tutorial on getting that set up

it's a 2400mhz kit, although if you didn't set up XMP in the BIOS it should be running at 2133. Shouldn't be an issue

CPU is currently 73-78oC I have PUBG, steam, spotify, google, wallpaper engine, discord open

GPU is currently 64oC

you'll need to upgrade your mobo with it. wait for 7/7 and see how the new zen 2 CPUs perform first before upgrading.

It's not when you have multiple programs open

follow what @Herman Mcpootis said and wait for zen 2

 

I'd recommend 3600x/3700x right now, but wait for third party reviews to make sure first. You could probably get away with 3600x and overclock it on a decent X470 board

I see that 3700X has thermal design power of 65W. is it the lower the better?

Consider the i7 7700K + overclock. Cheaper than changing the whole platform.
