Try clearing the cmos (use the clear cmos jumper or disconnect the the mobo battery and power supply then hit the power button to drain all power then reconnect everything).

I have a z390 e Asus motherboard that was working fine this morning but when I tried to turn it on, it turns on for 1/2 a sec than the q leds flash dram cpu dram cpu over and over. How to fix?

I think that should be a lesson, never turn off your PC.  It only takes 120 to 130 watts sitting on the desktop idle.  When you game it is near 300 watts.  400 to 450 watts is the sweet point.  Just leave it on at all times as long as you dont have Jet fans in there hehe.
