PC Stuck in boot

Clearing CMOS didn't work. I booted it with Linux on a pendrive and it boot up straight away.

So reinstalling windows solved it.

 

Okay, hi.

So I dug up my old PC as back home for a while. Thing is it's stuck in the boot splash. The round thingy keeps on spinning. If I run the diagnostic it also keeps spinning on that screen.

I tried to go to bios and disable the splash now it just rotates in the windows 8 logo. I've tried removing peripherals, no luck.

What can I do?
