Cpu underclocking

My laptop cpu clock get stuck at 0.78ghz and idk why.Im running an Asus Gl503ge and it should hit 3.9ghz.Anyone have any ideas as to how to solve this?

Hard reset can help. Hold power for 5 second. And turn off fast boot.

 

At least in one case that was a reason.

type in power saver into your windows 10 search bar and them show additional plans and click high performance. To check to see if this work stress the CPU with a test of some sort. 800MHz is as low as intel cpus go from what ive found.

Does Ultimate Performance setting make a noticeable difference? 

Or it is not worth?

High performance doesnt make a difference.I've done a total Windows reset.Let me give you a detailed explanation of my problem.I've had my lap for about 2 months now and it was fine until now.When i plug in my lap it says plugged in not charging and the cpu underclocks.I've removed the battery and put it back in twice,checked for Windows updates reinstalled drivers and none of it has worked.I thought it could be my charger.But when i leave my lap alone for like a few hours and when i turn it on again it starts charging and it hits max clock.Then when i play a game or do something heavy it stops charging and starts underclocking within 5 minutes.So it cant be my charger.Another weird thing is that when its plugged in the battery % doesnt increase or decrease.Explaining this to Asus would be impossible and they'd just tell me to do everything i've already done.I do have warranty btw.Rn im using TS and unchecked BD Prochot but its not a permanent solution and im not sure if it will harm my computer.Any insight would be appreciated.
