What memory do you have and what are the timings and frequency of the memory set at?

If the RAM supports XMP or DOCP make sure its enabled.

I'm using corsair vengeance 3000 MHz ram, and I have enable XMP profile from my bios (it shows 2900 MHz).

I'm stumped. I'd reinstall windows and be done with it.

I can do that,so this kind of problem could not be related to Hardware? its new PC i built on December 2018.

It could be. It's just way more likely to be software.

Can you explain how I can get that info, I have CPUID HWMonitor will that do?

Task manager shows all that stuff. Under the performance tab. Need to change the cpu graph to per core.

I formatted my PC and that didnt solve the issue.

Can you run a unigine benchmark and get the same screen shot. Also set the refresh rate to slow if you haven't done so already.

Did your memory speed default to a lower setting?

So today i checked on my TV with HDMI cable running 60 Hz, no issue was there. So I did the same with my monitor using HDMI cable on 60 Hz and not much issue was there, until few minutes into the game and it started happening.

later I checked the HW Monitor and noticed that my CPU Temperature was 80 degree highest. Is that something to cause a problem ? I have a stock cooler installed on my cpu.

Ok this may be a long shot but what version of windows are you on ?

Basically this happened to my Intel CPU and it was turning on power limit throttling even though the temps were low, literally nothing worked until I updated my windows to latest version.

not sure if it's the same issue here.

Me too I have no idea ?

What I have try 1- Change my GPU, gtx 1060 to a 1070ti. Stutter is still there. 2- Change ram to a Corsair vengeance 16 GB same problem. 3- Update my bios, same problem. 4- Turn off v-sync, try fast sync, the same problem. 5- Install games on my HDD, same problem + SSD same. 6- Disable HPET (on windows and bios), Global C-States Control disabled same problem. 7- ram speed 2133 to 2666 same problem. 8- default setting on the BIOS same problem. 9- Buy a brand new SSD same problem. 10- try Intelligent standby list cleaner ISLC and ram MAP same problem. 11- Check the temp of my CPU and GPU, everything is fine '60'C CPU, GPU 55'C (in gaming). 14- update my bios to the last version, same problem. I reset windows 11 times (for real), 1803 version, 1809, LTSC 2019  since July 2018 that's NOT normal at all to try to fix this problem, and yes my drivers is up to date. Oh and recendly, I change my motherboard to a MSI B450 tomawack, and it was fix for like 2 days, and now is back ...

Oh and btw, before with my ''old'' pc (i7 6700K/1060) same problem wtf.

I think it could be my monitor last option or I give up  BenQ XL2411 144Hz (connect with a DVi-D port, I can't have a display port)
