Help needed GPU runs cold and slow

I have been using an Nvidia GeForce GTX 750 Ti for around 3 years now, haven't had any problems with it until now.

Recently the windows crash screen loads in big chunks and as soon as the whole screen turns blue the computer crashes. It happened after every boot, but i got it to run by removing and putting it back.

Now the computer runs slow (can't even load chrome properly), can't run any games (either the game or the pc crashes). GPU temp says that it runs around 33°C (pretty steadily, +-3°C).
