So recently, I just realized that my video card was super choked for air. I have the 2080 trio MSI card, the Phanteks P350X case and a noctua u12s. Anyways I had two 140mm fans that were corsair in the front to pull air in and the basic fan that came with the case moved to the back to pull air out. This setup before was causing my video card to reach 80C easily. Since then I have changed somethings around. I got rid of the 140mm corsair fans and replaced them with the 4 pin fans that come with the hyper 212 evo, since I had two of them lying around. One of the 140 mm fans was moved to top of the case to suck air out. Also I replaced the stock case fan with a corsair fan 120mm that I had lying around. with these changes my graphics card when gaming stays at around 75C. 

But the issue is the noise, I took all of these fans from old builds so they are a bit noisy. I was looking at Noctua fans, specifically the NF-A12x25.

Would it be a wise investment to spend $120 on getting 4 of these and replacing all the ones I have just put in or Should I consider a different case?

Should I consider getting 2 140mm fans from noctua? My case can fit two of these in the front, but 120s from my experience fit in more cases rather than 140mm, my case can fit both. So I could get 2 140mm and 2 120mm.

I wouldn't get a new case or new fans, but if you are going to spend ~100-150$, might as well get a new case.

My case fan reccommendation would be a pair of 140mm be quiet! Silent Wings 3 High speed in the front, and a rear 120MM SW3

Also removing all of the rear PCIe slot covers should help temps a lot

Your issue was positive pressure. You can have x2 140mm fans at the front, and x2 or x3 120mm exhaust fans at the back and top. If you get x2 120mm fans as exhaust, they have to run at higher RPM than 140mm fans to keep optimal pressure.

 

As @Firewrath9 suggested, you can get Silent Wing 3 fans, they're high quality fans. I have 5 of them running in my system (x2 140mm intakes, and x3 120mm exhausts), they're nice and quiet even under load. It produces around 25db at idle, and 40-45db under heavy load.

The top 140mm may be taking air away from the cooler if you the NH-U12S exhausting towards the rear of the case. It may be worth installing it towards the front at the top of the case as intake instead.

 

140mm's are generally better but the P350X's 140mm fan mounts are a bit blocked off and good 120mm's can perform similarly. 

It doesn't get any better than NF-A12x25's if you have money to blow. That being said, there are cheaper fans available if you just want something quiet and to save some money.

As it turns out my case fans. Are not the true issue with my cooling my RTX 2080 has a separate issue that is causing its temps to soar to the sky. So switching the fans out with new ones would help but in my case it would make more sense to fix the issue with my card. Something wasn't tighten down on the cooler correctly from the factory so it cools really bad. I made a separate thread addressing the issue though.
