So I want to build a PC for gaming and music production

These are the specs I have in mind

Core i5 9600k $250

Gtx 1070 OC $220 (buying it used)

16gb of ram 

 

I have several questions to ask

1. Is this a good combination?

2. Can I get something better for the price?

3. What is good budget motherboard?

That's a good start. Ryzen 3000 might be better if you can wait until July 7th. This would be good if you can't. Where are you located?

Hmm

The only thing keeping me away from getting a Ryzen 5 is how good it is for music production

That's a nice overclocking MB, but there are less expensive ones which may not overclock as well.

I would think that they would be good (benchmarks pending,) but perhaps someone with more knowledge in music production can address this.

According to my calculations

The CPU and GPU will cost me about $480

Leaving me $420 for the other components

With that budget you should consider an AMD build. Something like the just announced Ryzen 5 3600 or 3600X should allow you to put together a decent build under US$900. An i5-9600K requires the purchase of a decent cpu cooler and a z390 motherboard forcing the choice of less than optimal storage, case, and psu.

80+ ratings certify electrical efficiency. Not quality.

It means it is not the worst choice, nor the best choice. Given the overall budget that motherboard is likely going to mean spending less in other areas. 

 

Same chipset motherboard performance differences are quite small and generally reflected in the price bracket.

Noctua - NH-U12S 55 CFM CPU Cooler, there is also a newer model NH-U12A if you can find it.

If you could scrape another $50 together, you could upgrade to an i7-8700K which is so much more solid than the 9600K.

Really the 9600K is only viable in gaming if you can achieve a 5.1 OC on it, so as @Herman Mcpootis stated, you'd need a decent Z390 MOBO to achieve this clock speed. Otherwise you'd be better off looking at a Ryzen 7 in the budget range. The 9600K is not a great productivity chip, and not Hyperthreaded for processes.

 

Otherwise, I'd grab an R7 2700, since it's going to beat the 9600K no contest in productivity, and is only just a bit below it in gaming when both OCed.

Better cooler, better MOBO, better SSD, and again: better at productivity.

Just to throw my hat in the ring as well:

 

 

Note that the esports duo cooler performs almost as well as a Noctua D15 for less than half the price. With the savings from that and a less expensive, but still more than capable of overclocking, motherboard I was able to fit in an RTX 2060.

The Arctic Freezer 34 eSports is a good 4 heatpipe cooler, but for music production I would rather have a larger 6 pipe, single fan cooler which will likely be quietier, e.g. Mugen 5, Dark Rock Pro 4, Noctua U14s. I would also want a large, well ventilated case to help with heat dissipation and keep the fans at low RPM's.

 

You should really wait until July 7th if you can.

Wouldn't a i7 8700k have issues with a GTX 1070?

A friend told me that a 1070 will cause issues and to get a 1070 ti or a 1080

Did your friend advise what those issues might be? The 1070 is just fine at the price range. Unless you get a dud, you'll have no hardware issues. (PayPal will allow you to be issued a refund)

That will largely depend on what the needs are for your music production software requires. I like @jerubedos 2700 and 2060 build as well.

 

The 2060 would offer more gaming power and the 2700 would offer great production computing. 

 

That 8700k build would also work very nicely.
