GPU not saving settings

Okay, so GPU saves OC settings after PC restart, and shutdown and then turn on,

however my fan curve always gets reset to 0RPM on start or restart of computer.

 

Is there any way to stop radeon software to reset my fan curve to Zero RPM feature?

Can you set up fan curve in Afterburner?

pretty sure yo can tune fan control not sure the whys and hows.
