Can I overclock the Ryzen 7 2700 with stock cooler with out any problems on Aorus B450 Elite???

some sort of life/death situation?

 

you can oc, but an "aftermarket" cooler is needed when you want to get every last bit of performance

If you're formally an engineer, avoid responsibility. That's what senior engineers get paid for.
