Problem with Windows Updates

Recently I’ve started having problem with Windows Updates.

They would install just fine and then when they asked for a restart, they would either, freeze on 100% Complete and it would just stay there rotating or it would complete and give me this mess. (Video)

It’s the 3rd time this has happened and it’s annoying because I have to reinstall Windows.

 

Any idea or help would be grateful.
