Speakers buzzing when plugged into pc

As the title states, the speakers buzz when the 3.5mm connector is plugged into the pc(mobo or the case) and they buzz when they are not plugged into anything but when I connect them to my phone the buzz goes away.

 

I have heard something about a ground loop but I do not know if this is the problem and if it is how do I fix it?
