txt to speech hell

hello i am dealing with what i suspect to be some hidden txt to speech program on my pc there is text to speech on for my computer but it only reads discord I dont want it I fell asleep on my keyboard and it turned on I have disabled the windows and discord txt to speech but it is still reading chats plz help

 

Yes i have tuned it on and off again 

Yes i have put in discord help ticket 

Yes It is hell to boot my pc and just hear random chats blaring 

And yes i can mute discord notifications on my sound mixer and it mutes txt to speech so it most likely im guessing is a discord thing
