does noone have any suggestions? i really need some help with this

To me it sounds like a grounding problem in the circuitry of your machine.

 

shouldnt a APC solve that? ive not how would i fix it?

I would try moving to a different household circuit, and maybe a different power supply if you have one.  Definitely a different breaker in your house though.

there is no other circuit that i could use, and the powersupply is the only one

more like a DIY looking house. but this is the only place i can be, the other rooms are all full with other peoples stuff.
