CPU fan problem

Hello. I have recently upgraded my cpu and cpu cooler. My MSI Z170a motherboard doesn't detect any of the fans I connect into the cpu fan header (Even the previous one) and BSOD appears saying things like: "Page_fault_in_nonpage_area" or "IRQL_NOT_LESS_OR_EQUAL" 

I disassembled my pc completely because I wanted to change my pc case. 

Motherboard detects CPU, RAM and everything else, used a good thermal compound. 

Could this be a motherboard issue, chipset drivers, or perhaps I simply forgot something ? I'm lost.

Edit: CMOS reset didn't help.

new OS install?

Edit: CMOS reset didn't help. 

i get this alllll the time, Just reinstall windows. For the fans, See if the reinstall helps? Are the fans spinning?
