High ram usage on idle

with no programs open, my ram is around 6.5-7 GB of ram usage. I don't belive that is normal. And when playing vr, my ram goes up to 15.5+ GB.

I have only been using this pc for about a month or so and didn't pay attention to the ram usage. so I don't know if this was a problem from the start...
is there anything I can do to bring the ram usage down?

 

I have tried rebooting, didn't do a thing

 Ihave tried to run windows in safe mode, and had no problems with that.

CPU AMD Ryzen 5 2600

GPU MSI GeForce RTX 2060 Ventus 6G OC

Storage intel 660 1TB

memory G.Skill Aegis

I have no idea honestly but I can share with ya  my RAM usage and even task manger details, I believe your usage is abnormal, mine is only 3.5 GB while chrome is open and goes to about 7 GB while gaming and I have never received a message from windows about low RAM space, I also have Windows 10 enterprise so not even a light version of windows.check the difference between mine and yours.
