Graphics problem during GTA 5

This problem occurred during playing GTA 5. No other games show this kind of problem. Sometimes its server then the video or sometimes no problem. I was wondering why this is happening. Could I be the Nvidia driver problem? (driver version- 430.39. I am thinking that because my past experience was not as same as this. At that time it was fine. Could it be the driver problem or my GPU was just dying?

If you pause the video it looks like a "watercolor filter".

I know that Nvidia added some stupid filters with some driver update, so could it be that, but it is glitching?

I would try an older driver, or try to do exactly the opposite of this:
