CS:GO Making Dropped frames.

Hey Guys 

So im currently writing to you on behave of my friend, she has an I7 5790K, msi x99a godlike gaming carbon mobo, 32Gigs of ram and a GTX 1080. 
She is a streamer and using Streamlabs OBS ( have told her to use regular OBS). 
She is currently using 4G network to stream 720p 30FPS and has done that for a long time without any issues, on her old system which is not worth mentioning. 
Now she can easily stream all other games than CS:GO. When CS:GO isnt launched stream is working perfectly fine, but when she launches it frames start to drop.

 

Worth mentioning is the HDD is an old mechanical drive atm, but i fail to see the reason why that would cause it.

 

Do you guys have any idea why this causes these issues?
