Is a RTX 2060 good enough to do 100fps on  1080p 144hrz monitor in assassin creed? 

or should my brother get a 2080?

Assassin's Creed is a HEAVILY CPU bound game, so it will more matter on what CPU you have it paired with than anything. Like if I left my Assassins Creed Odyssey run wild with its FPS with my 1800x & 1070, I get periods of near 100% utilization as a result.

I can't remember what cpu he has but I know what boards he's using it's a Z97 itx Asus  impact

2060 will be pushing things quite hard, and only high settings. 2080 for 100fps ultra settings (I know ultra settings is stupid)

Even 2133 CL9 are no match to something like 3200MHz CL14 in most cases, though good enough to make the quad core the bottleneck.
