Zero RPM fan mode, you'll see they spin up when it gets hot. No need to spin the fans when the GPU isn't heating up.

Newer GPUs have a Zero fan mode feature. Basically the fans wont spin up until the core reaches a certain temperature, generally either 55c or 60c. If you don't like this, you can download a tool like MSI Afterburner or EVGA Precision X OC and set a custom fan curve to force them on.

It's a noise reduction measure, if you're just watching youtube videos you don't need your fans buzzing in the background.

While i got you here my AMD software wont install, it just gets stuck on one point for ever and i dont know why

What AMD software? Can you use Wattman or Ryzen Master (if you have a Ryzen CPU)?
